The purpose of this RFP is to solicit proposals from qualified proposers for the purpose of seeking a social service agency to provide Elderly Protective Services (EPS) services to vulnerable seniors who are 60+ in the Baton Rouge Region. This region consists of eleven (11) parishes: Ascension, East Baton Rouge, East Feliciana, Iberville, Livingston, Pointe Coupee, St. Helena, Tangipahoa, Washington, West Baton Rouge, and West Feliciana. The selected agency will receive reports from family, healthcare providers, and the general public regarding seniors who have been abused, neglected and or exploited. These reports will be investigated, assessed, and a customized intervention and monitoring plan will establish to resolve or stabilize the situation. The EPS Contractor will also be involved in locating alternative living arrangements if the senior is unable to remain in his/her own home. The EPS Contractor will work with district attorneys or EPS attorneys when the problem cannot be remedied by extrajudicial means, or when civil court action is needed.
1. The purpose of this RFP is to solicit proposals from qualified proposers that provide administrative and fiduciary services for the statewide Health Insurance Program (HIP) for persons living with HIV in Louisiana. The goal of HIP is to provide assistance to low-income individuals living with HIV with the payment of their health insurance premiums and eligible cost shares, including co-payments, co-insurances and deductibles. This program assists individuals by maintaining access to healthcare through their current providers while allowing the flexibility to access more options in healthcare services. It is a cost effective program in that it helps HIV infected individuals access essential medical services by utilizing their health insurance and keeps individuals from relying on the Louisiana AIDS Drug Assistance Program (ADAP), the State funded health care system or Louisiana Medicaid. In addition, by maintaining the health insurance of individuals, it is more likely that medical care will be maintained and drug therapy accessed, which in turn will lead to improved health outcomes. People living with HIV may encounter many financial and physical hardships during the course of their disease progression. HIP was implemented to reduce the medical and financial burdens associated with the client accessing HIV-related primary to health care and medications. 2. A contract is necessary to assist with the processing of eligibility applications and the timely payment of health insurance premiums, co-payments, and deductibles for eligible HIV- infected clients residing in the State of Louisiana who are enrolled in HIP. Eligibility requirements are established by SHP and are in accordance with Health Resources and Services Administration (HRSA) guidelines regarding the Ryan White legislation.
1. The purpose of this RFP is to solicit proposals from qualified proposers that provide External Quality Review (EQR) services. Proposers must demonstrate sufficient experience performing such reviews. The current RFP seeks qualified proposers to perform an annual external quality review of the recently implemented contract for the Statewide Management Organization (SMO). This external quality review is required by the Centers for Medicare and Medicaid Services (CMS) under the Medicaid waivers that authorize the SMO and as required by §1932(c)(2) of the Social Security Act and 42 CFR Part 438, Subpart E. 2. A contract is necessary to fulfill the CMS requirements for an external review of the performance of the SMO as required by the CMS approved Medicaid waivers and the contract between the SMO and OBH.
The purpose of this RFP is to solicit proposals from qualified and experienced proposers that provide Independent Verification & Validation (IV & V) services for enterprise Medicaid Eligibility System Replacement projects. The Louisiana Department of Health and Hospitals seeks to obtain an IV & V Contractor to perform IV & V services for the Design, Development and Implementation (DDI) of a replacement MEDS. The MEDS IT Architecture Upgrade Project DDI is intended to replace the entire current MEDS, including its NiAS (Notices), and Resources sub-systems, with a state-of-the-art, HIPAA compliant, rules-driven, on-line, real-time, web-based MEDS that is versatile in its architecture, structure, and code to support the evolving business needs of Louisiana’s Medicaid program. The IV & V Contractor will verify the DHH chosen solution meets business and technical requirements in order to obtain CMS Certification for the chosen MEDS Replacement.
1. The purpose of this RFP is to solicit proposals from qualified proposers to provide continued consultation in the development, maintenance and evaluation of a comprehensive service program for tenant selection, waiting list management and community based in-home supports for people with disabilities in the GO Zone. Contractor will assist DHH in the continued development and refinement of the currently existing system of tenant selection and in-home support services for households with disabilities in the Louisiana GO Zone and in the implementation and maintenance of a Medicaid based system of long term sustainable funding for the PSH supportive services currently provided by DHH through CDBG funding. 2. A contract is necessary because the PSH Program is a large, complex program using nationally recognized best practices in both housing and support services for people with disabilities. A Program like PSH has never before been attempted with a cross-disability population. Therefore, the level of expertise necessary to develop a successful program includes detailed knowledge of housing issues as well as extensive knowledge and experience with housing based supportive services. This combination necessitates familiarity with the national best practice service models and national affordable housing models, as well as the nature of the state and federal requirements interfacing a combined housing and support service program for persons with disabilities. Because current federal funding of PSH services is limited and non-recurring, DHH will need assistance with the implementation and maintenance of a Medicaid based sustainable funding mechanism for the support services and the extensive training of service providers to ensure fidelity and consistence with this best practice model. The time frame and complexity of the services will require knowledge and experience with the various Medicaid programs available nationally.
The program proposed by the LSBD is one that will require the contractor to develop and operate a statewide program to accept reports of possible impairment of licensees as defined in this RFP and to identify, investigate and intervene on licensees whose ability to practice their profession with reasonable skill and safety is compromised by the virtue of alcoholism, substance abuse, chemical dependency, psychiatric or other mental or physical conditions, to provide assistance to the licensees, promote their voluntary participation in identifying, securing and pursuing effective treatment, monitor compliance with treatment recommendations and report to the LSBD when necessary.
1. The purpose of this RFP is to solicit proposals from qualified entities to provide licensed, Clinically Managed High Intensity residential treatment services ASAM Level III.5 for up to 16 chemically dependent adolescents (males and/or females) ages 12 to 17 in a free-standing, non hospital-based setting.
2. A contract is necessary for the establishment and/or continuation of inpatient treatment of substance abuse disorders for chemically dependent adolescents. The Contractor shall bring quality, research-based treatment to adolescents with substance abuse disorders living in Region VI and surrounding areas (See Attachment V). Region VI consists of the following parishes: Avoyelles, Catahoula, Concordia, Grant, Rapides, LaSalle, Vernon, and Winn. The program must be housed in one of these parishes. Without this contract, many adolescents and their families may have to travel long distances to obtain services.
3. The Contractor shall utilize the network of the Office of Behavioral Health, the Statewide Management Organization
and the community as the primary referral sourcefor potential clients.
