The State of Louisiana is transitioning from long-term care services to community-based services for people with disabilities and information is needed to guide the development of policy. The Department of Health and Hospitals (DHH) and the Statewide Independent Living Council (SILC) sought information on the needs of people living with disabilities in Louisiana.
In February 2004 nine interviews were conducted and 8,000 surveys were mailed to persons living with disabilities and people who work with people with disabilities. Surveys were mailed using the mailing lists of Families Helping Families, the Independent Living Centers and the United Houma Nations Rehabilitative Services. In addition, the survey was posted on the DHH website, allowing people to print the survey and mail it in themselves. There were 546 surveys returned as being undeliverable; thus approximately 7,500 were received by respondents. Due to a combination of factors described later in the report, actual return rates could not be calculated.
There were 1,099 completed surveys received. There were 1,037 surveys returned that had apparently been mailed directly to respondents via the mailing lists while there were 62 surveys returned appeared to have been printed from the DHH website or were copied by respondents. Surveys mailed directly to respondents represent 94% of returned surveys. The following report summarizes the results from the survey and from the interviews.
